					<description>A simple statistic is that imposing California efficiency standards at the Federal level and bringing U.S. electricity use per person down to California's level (i.e. going from 11,997 kWh per capita down to 6,732 kWh per capita in 2003) is the equivalent of building 217 new nuclear reactors in the U.S.  Currently we have 104 reactors, so this would be like adding 209% to our reactor count.  Efficiency is always better than building.  All it takes is the political will in Washington DC to pass what California passed 30 years ago.  It wouldn't hurt to make Arthur Rosenfeld U.S. energy czar either.</description>
