					<description>With this:   1.97 billion 1999,$2.1 billion 2000 water bond,, $2.6 billion 2001,
$3.44 billion  2002 and billions more since then why are we still talking about water problems...when it only cocts $450 million per mission to launch a space shuttle why are we approving billions and still don't have a large new water storage...? just think about this...</description>
