					<description>I laughed out loud at the reference to Kansas being the state that "never really evolved."  I will remember that long after I forget the rest of the story- though it is terrific to see regulatory decisions in a conservative place made to actually benefit citizens and the environment.  Love that it set a precedent.</description>
