The Low Carbon Fuels Standard was first adopted by California as a method to scientifically measure the carbon reductions achieved by a particular fuel. The amendment was adopted with Senator Baucus' support. Montana followed in California's footsteps by adopting the Low Carbon Fuels Standard into the policy recommendations of the Governor's Climate Change Advisory Council.
