					<description>Next to last paragraph - 'The Office of Technology Assessment'- I seem to remember them.  
Now why would Congress want to be advised on technical matters by nonpartisan experts?  Especially when they can learn "all they need to know" from lobbyists, contributors &#38;  influence peddlers and just make up their own minds.  chuckle.
