		<description>McKittrick, an economist by trade, proposes an inadequate solution with at least two major flaws.  

1)   The time lag between CO2 emissions and the temperature increases they drive is around 50 years in most models.   So waiting for the temperature response to show up would be closing the bar door decades after the horse is gone. 

2)  Models projections and actual measurements confirm that climate change produces greater temperature increases in the Arctic, middle amounts at mid-latitudes and the smallest changes in the Tropics.  So he has purposely choosing a measure that leads to the least response to the problem.</description>
