					<description>I suppose the explanation that the EPA chief is not bound by the opinions of his staff, but he didn’t overrule his staff, is they really didn’t have a vote in the first place; no vote to overrule.</description>

In every organization from the smallest company to the largest intergovernmental agency, bosses accept and reject all or part of staff input. I'm sure the EPA chief could cite other staff recommendations that support his decision. Does anyone know what the EPA proposes instead?</description>

					<description>EPA says California (and the other states; my governess signed too) can't set stricter standards.  This is supposed to make Big Auto happy.

I suppose I could try proposing to my state senator increasing the sales tax on new vehicles which fail to meet the standard.</description>
