		<description>Eliminating capital gains is a bad idea.  It would just invite investors who are looking for a dodge, and would pollute the economic and investment decision making across the broad economy. 

When is this kick going to end?  If it&#039;s worth doing, then it is by definition worth doing and paying the taxes that result from its worthwhileness.  If you make a $100 gain, then you pay $15 tax (or a $26 tax).  If somebody says, I won&#039;t make a $100 gain if I have to pay a $15 tax, then let the idiot buy a CD.</description>

A good start would be a listing of green collar positions available for hiring.  Even though the U.S. has historically low unemployment, a lot of people are out of work. I wonder what the unemployment rate is among those specifically interested in green collar work. If I were a professor I&#039;d assign a study of green job openings.
While I&#039;m a fan of the micro corporate and self employed entrepreneurial  underpinnings of the economy, most people work in a job created by someone else. To increase green employment, increase the number and size of those someone elses.  That takes investment and venture capital. Day one of a good plan includes elimination of capital gains taxes on green investment.</description>
