		<description>The Washington Times is NOT mainstream. It&#039;s to the right of Fox News. And the idea that the U.S. is leading Europe in cutting carbon emissions is ludicrous. If Bush does come out for a cap-and-trade bill (which I doubt), we can be sure he&#039;ll ask for changes that favor polluters over the planet and weaken it to the point where it will die.</description>

		<description>Bush will do the right thing on energy and environmental issues as soon as he [1] has no other choice or [2] it also happens to benefit the tiny portion of the US he actually cares about.  Until then, we get delaying tactics, empty rhetoric, legislative roadblocks, and no progress whatsoever.

Everyone who is surprised by this turn of events will now sprout wings and fly to the moon.</description>
