					<description>I like that word ‘redirect’ the spending on energy, not necessarily more spending.   Makes all the difference.  If things are designed and built with the energy efficiency built in and then the energy supply is from non and low carbon energy, there’s money to be saved and it reduces CO2 released.</description>
