B-L-W is described by Time and almost everyone else as Cap &#38; Trade. It is not. It is Cap &#38; Auction. I think auction is the wrong approach, regardless of  emission cap level. What do you think?

A true cap/trade lets the consumer participate. If I add solar to my house, I should earn an emission credit that I can sell.</description>
