McCain is and how inexperrrrrrrienced! Obama is. Western Colo mayors are digging in their heels against this perceived stealing of water, but it's hardly mentioned. When the <a href="http://en.wikipedia.org/wiki/Colorado_River_Compact" rel="nofollow">compact</a> was agreed to in 1922, it overestimated the flow of the river. Recent drought and climate change is making that even worse, and in fact in 2007 the amount allocated to the lower basin states (but not upper basin like Colorado) was cut due to low levels in Lake Mead. Basically, over its entire history Arizona has struggled with Colorado over the agreement, so McCain's comments are entirely understandable. However, renegotiating the agreement isn't necessarily anti-environmental since the original agreement was flawed.
