This is my &quot;making lemonade&quot; policy idea on offshore oil drilling-- I&#039;d like to know what you think.  It is part Alaska Permanent Fund, part Superfund and part messaging gambit: Allow drilling, but require any and all profits from sales to go into a fund to pay for any necessary spill clean-up and funding renewable energy/efficiency. Plus pass strong $$$ mandatory minmum penalties for any spills (sort of a drilling pre-nuptual aggreement).  

This is a last resort of course, but it would put our messaging in line with reality &amp; allow us to get back on the offensive.</description>
