My inbox is filling up with e-mails alarmed about removing the Obama EPA&#039;s additional ability to regulate CO2 emissions. http://act.credoaction.com/campaign/trojan_horse/?r=3947&amp;id=4609-1647851-XkAoZjx OK, you make a valid point that under a different administration that the EPA&#039;s ability to enforce existing regulations can be curbed through destaffing or defunding. I also believe that its better to pass a law than rely on executive orders that can be overturned by a future (Palin?  WTF!!!) administration. So getting it into law is important but what mechanism is there to reduce emissions when the offsets are given away? Help me understand this better.</description>
