I'm none too optimistic about the bill making it through the Senate, unless there is some truly spectacular wheeling and dealing.

Suggestion: Can we try the old "starve the trolls" experiment here? I know how hard it is to find the willpower to ignore them, given the stupefying, visible-from-space blockheadedness of some of their comments, but it might be worth a shot.

At what point would the EPA issue regulations? Lisa Jackson and President Obama have said they prefer a legislative remedy, but when will the EPA act if the Senate does not?

It is hard to imagine Senate passage at this point, but that could change when there are high-profile negotiations in Copenhagen and the world is pushing to control emissions. Senate Republicans could look very isolated and marginal if they work against the entire world.

Joe,

I have trouble getting to 50 votes for passage, let alone 60 for cloture.

By the way, Minnesota, will you please seat Fraken.
